Ormond Beach Flood Zones & Insurance Cost (2026)

For flood purposes there are two Ormond Beaches, and the Halifax River is the line between them. West of the river, most of the city is low-risk Zone X — Plantation Bay, Halifax Plantation, Breakaway Trails — where flood insurance is cheap and usually optional. East of it, on the barrier island, the picture is subtler than most people assume: I measured the current FEMA maps, and even the island is mostly Zone X by land area — about 93% on the city beachside, 88% in Ormond-by-the-Sea. But the parts that aren't X are the expensive ones (AE along the river, VE on the oceanfront dune line), and the whole island sits behind a dune system that two hurricanes took apart in 2022. On a barrier island, the map being kind doesn't mean the ocean is. Same city name, completely different transaction.

FEMA issued preliminary new flood maps for Volusia County on May 29, 2025. They're not in effect yet — and I've verified against FEMA's preliminary map database that neither Ormond Beach nor Ormond-by-the-Sea is being remapped; the changes are all on the St. Johns River side of the county. Ormond Beach's 25% discount, and the line most buyers miss:

Ormond Beach is a FEMA Community Rating System (CRS) Class 5 community (effective October 2023) — an automatic 25% discount on NFIP flood insurance in high-risk zones and about 10% in Zone X. Here's the part that catches people: Ormond-by-the-Sea isn't in the City of Ormond Beach at all. It's unincorporated Volusia County. That changes who handles your permitting and floodplain administration — but not your discount, because the county is also CRS Class 5. Same 25% either way.

The short version

Flood insurance cost by Ormond Beach area (2026)

Ormond splits cleanly east–west. The mainland (32174) climbs gently away from the Halifax and Tomoka rivers into large Zone X subdivisions. The barrier island (32176) is a narrow strip between the Atlantic and the Halifax. On paper most of it is Zone X — I measured roughly 93% of the city beachside and 88% of Ormond-by-the-Sea on the current FIRMs — but "X on a barrier island" is a different animal from "X in Halifax Plantation": the flood zones flip to AE at the river and VE at the dune within a couple of blocks, and lenders, insurers and storms all know it. These are representative 2026 ranges for single-family homes, already reflecting the 25% CRS discount on NFIP policies in high-risk zones.

Why Ormond Beach flood risk is different

The dune stopped being a given in 2022. Hurricanes Ian (September) and Nicole (November) hit back-to-back, and Nicole in particular caused catastrophic erosion across Volusia — including the loss of infrastructure and large sections of the protective dune system. Ormond-by-the-Sea took it hard. Volusia County resorted to sand-filled TrapBags in 2023 as a temporary fortification, and FDOT has been building a buried seawall roughly 1.3 miles long along A1A in Ormond-by-the-Sea, targeted for completion in early 2026. On an oceanfront lot, the dune is not scenery — it is the structure standing between the house and the surf. Ask what's actually in front of the property now.

The mainland is genuinely low-risk, and that's not marketing. The big gated and golf communities west of US-1 — Plantation Bay, Halifax Plantation, Breakaway Trails — sit well outside the Special Flood Hazard Area. For most of those homes flood insurance is optional and runs a few hundred dollars a year. Buyers who assume "Ormond Beach = coastal = expensive flood insurance" routinely overestimate the cost of the mainland by thousands.

The city line matters more than people expect. Ormond-by-the-Sea is unincorporated Volusia County, not the City of Ormond Beach. Your permits, code enforcement, and floodplain questions go to a different government. The CRS discount happens to be identical (both Class 5), but nothing else about the jurisdiction is.

How the zone percentages were measured (August 2026). I intersected FEMA's current effective flood-zone polygons (National Flood Hazard Layer) with the official Census boundaries — the Ormond-by-the-Sea CDP polygon (2.02 sq mi of land) and the City of Ormond Beach boundary clipped to ZIP 32176 for the beachside (2.30 sq mi of land) — subtracted Census area-hydrography water polygons (the Halifax's surface is mapped AE on the FIRM, which would otherwise inflate the AE share), and computed each zone's share of land area. Ormond-by-the-Sea: 88.0% Zone X, 5.1% VE (BFE 9–11 ft), 4.9% shaded X (0.2% annual chance), 2.0% AE (BFE 4–5 ft). City beachside: 92.8% X, 3.6% VE, 1.9% shaded X, 1.7% AE (BFE 4–5 ft). Zone shares describe land area, not addresses — homes cluster differently than acreage, and a single parcel can straddle zones.

How the premium numbers are estimated. Ranges reconcile current (2026) Florida NFIP data and FEMA Risk Rating 2.0 pricing with Ormond Beach's specific FEMA flood maps and its CRS Class 5 discount, filtered through the Kirkland Coastal Assessment Protocol (KCAP). Is Ormond Beach in a flood zone?

Less of it than people assume — on both sides of the river. Measured on the current FIRMs: the mainland (32174) is overwhelmingly Zone X outside the Halifax/Tomoka riverfront, the city beachside is about 93% X with riverside AE slivers, and Ormond-by-the-Sea is about 88% X with AE river pockets and VE on the oceanfront dune line. The zones flip within a couple of blocks on the island, so always verify the exact address.

How much is flood insurance in Ormond Beach in 2026?

Zone X — the majority of addresses even on the barrier island — runs roughly $400–$1,000/yr and is usually optional (though smart to carry on the island). Riverfront and riverside AE about $2,000–$6,000; oceanfront VE $4,000–$10,000+. The 25% CRS discount already lowers NFIP premiums in the high-risk zones. Only an address-specific quote is exact.

Does Ormond Beach have a flood insurance discount?

Is Ormond-by-the-Sea part of the City of Ormond Beach?

No. It's an unincorporated community on the barrier island just north of the city limits, governed by Volusia County. Permitting, code enforcement and floodplain administration all run through the county rather than the city. It doesn't change your flood discount — the county is Class 5 too — but it changes who you deal with.

Did Ormond Beach lose its dunes in the 2022 hurricanes?

Along the barrier island, largely yes. Ian and Nicole in 2022 caused severe erosion, with Nicole destroying large portions of the county's protective dune system. Volusia placed sand TrapBags as a stopgap in 2023, and FDOT has been building a ~1.3-mile buried seawall along A1A in Ormond-by-the-Sea, targeted for early 2026. On an oceanfront lot, the dune's current condition is a genuine due-diligence item.
